Mayor R. David Tebben

PEKIN ~ Mayor R. David Tebben, 62, of 304 Delshire Avenue, passed away at 11:50 a.m. Friday, December 12, 2008 at the Methodist Medical Center of Illinois in Peoria.

He was born January 24, 1946 in Pekin to Robert T. and Edna L. (Hecker) Tebben.  His parents preceded him in death.

Surviving are three daughters, Shannon N. (Edgar) Sandoval, Tiffany D. Tebben and Stefanie D. Tebben, all of Pekin; three grandchildren, Ethan Robert Sandoval, Elisabeth Noelle Sandoval and Aidan David Sandoval, all of Pekin and two sisters, Sharon G. (Dr. John) Sombeck of Pekin and Ardis B. (Jerry) Roman of Barrington.

A 1964 graduate of Pekin Community High School, he graduated in 1968 from the University of Illinois with a Bachelor of Science Degree in Finance.  He was a member and past president of Lambda Chi Alpha Fraternity.

Dave first worked as a District Sales Manager representative for Pekin Insurance.  He later purchased the Kelly Insurance Agency.  Now known as Tebben Insurance Services, Inc, he has owned and operated the independent agency for the past 38 years.  He also was a member of the national faculty for the Agency Management for the Society of Certified Insurance Counselors (CIC).  He was a past faculty member at both Eureka College and Illinois Central College.

Dave was first elected to the Pekin City Council in 1987 and was re-elected in 1991.  He served both terms as Commissioner of Public Health and Safety.  In 1995 he won his first term as Mayor, and in 1999 he won a second term.  Dave was once again elected Mayor in 2007.  During his time as Mayor, Dave represented Pekin at the local, regional and state level through many organizations such as President of the Heart of Illinois Mayors' Association and as Vice-president of the Illinois Municipal League.  He was proud of his economic development efforts and was known as a consensus builder.

He had a great love for Pekin and participated, supported and led many community events and organizations, including the United Way of Pekin and the former Pekin Jaycees.  He was a past president and current ex-officio member of the Pekin Area Chamber of Commerce Board of Directors and served as a presenter and moderator for its annual Leadership Academy.  He also was the first clue writer and medallion hider for the annual Pekin Marigold Festival.  Dave also served as the emcee for the annual Miss Marigold Pageant. 

He was a member of the Kiwanis Club of Pekin; Pekin Moose Family Center 916; Pekin Elks Lodge 1271; and Empire Lodge 126, Ancient Free and Accepted Masons in Pekin.  He was a former Boy Scout and Assistant Scout Master.

He enjoyed family fishing trips to Canada, playing the piano and spending time with family. A founding member of the Pekin R/C Club, his favorite pastime was building and flying remote controlled airplanes.

Dave was a lifelong member of St. Paul United Church of Christ and past president of the church council.

Services for Mayor Tebben will begin with a Masonic service at noon Friday, December 19, 2008 at the Preston-Hanley Funeral Home, Pekin Chapel.  A processional will then depart the funeral home, passing City Hall, and arriving at St. Paul United Church of Christ in Pekin, where a visitation will be held from 1 to 7 p.m. Friday, December 19, 2008. 

A service celebrating his life will be held at 10 a.m. Saturday, December 20, 2008 at St. Paul United Church of Christ in Pekin.  The Rev. Dwight E. Borden will officiate.  Private burial will follow in Glendale Memorial Gardens in Pekin.

A reception for family and friends will be held beginning at Noon Saturday, December 20, 2008 at the Pekin Moose Family Center.

Arrangements have been entrusted to Preston-Hanley Funeral Home, Pekin Chapel.

In lieu of flowers, memorial contributions may be made to St. Paul United Church of Christ, 101 North 8th Street, Pekin, IL 61554 or to the R. David Tebben Memorial Fund, in care of Herget Bank, P.O. Box 839, Pekin, IL 61555.
